Don't try to upgrade Zalgo using the creepypastas, it's scp version or the song, those things are Fan Made stories and weren't made by the original creator of Zalgo (Goon Shmorky).
The reason why Zalgo is 11-C is because, mainly, he doesn't exist in the real world, canonically, Zalgo cannot affect reality, only comics and cartoons, Goon Shmorky made very little material of him, three small comics , a thread in Something Awful and a flash animation, in these you see Zalgo affecting comics and cartoons, and in one it is explicitly said that that is all that Zalgo can affect, Zalgo simply affects only things like comics or cartoons, explicitly real comics, in Gravity Falls Dipper was relieved when he read that Zalgo could only affect comics, before realizing that he was inside one and being deformed by Zalgo.
