Summary[]
A former boxing ring fighter within Ploland, he often found himself betting on his own fights to try and make ends meet. With a series of successful fights that propped him up as unstoppable, Vlad received an offer; win one climactic battle, get paid dividends and have the fact he bet on his own fights ignored. Pretty simple offer, but taking it soon revealed it wasn’t in the cards he’d win. By the time of the match, he was pitted against someone an entire weight class over him, and “speed and agility” delayed the ensuing KO by about 10 seconds. Still delirious from the sheer cranial impact, he was eventually informed by the scale of his debt, and triggered.
After his trigger event, he came under the employ of Even, though his trigger event made him suffer extreme chronic stress even after the fact, making him perform quite the series of unhinged actions. This ramped up overtime, until Vlad eventually near-drunk himself to death in the wake of Snow telling him to go away due to indirectly threatening Ash and her. However, something awoke in him. Where there should have been brain damage, was a final instant of clarity that he latched onto for dear life, pushing himself to shed any shred of alcoholism in him and strive for just one ideal: to be a hero.
To this end, he's been struck by debt collectors and outrageous misfortune, but in spite of the ways he found to break his body over and over, he still always finds himself in the fight, spirits high and ready to save the day. Then again, he lives in a world of Parahumans... Capes, not Superheroes.
Especially when a bombastic man, pressured to action, is brought onto a stealth operation. He heard a shotgun blast aimed at Burnout, and when Muddle simply asked "Can you drop down there safely", he heard solid advice. Naturally, the night-vision sentry in place, Stillpiercer, was indeed looking his direction and fired, entirely blowing cover and delaying their extraction of Fleeting moment until they were bombarded by Liberation, forcing them to all scatter. Everyone else barely managed to escape, but Vlad's stealth faltered before an organized sweep of the area, where he was brought into a shivering, stuttering mess. His determination was all that kept the pieces on the mortal plane.

Can dramatically increase his charge and speed via Hamster Wheel), Paralysis Inducement (Can paralyze enemies via Cerulean Impactor, as well as generally impair their ability to act due to channeling electricity through their nervous system), Light Manipulation (Can cause a flashbang effect via dodging with Generator Palace), Supernatural Willpower (Vlad's tenacity is remarked as his greatest attribute both in and out of game. Bounced back from so much trigger-induced chronic stress that he drunk himself to death after being politely told to go away by Snow on account of his strange behavior. After being hit with a deliriant power-created substance across his entire body, being impaled through the abdomen, and totally losing control of his body via a power infused chain, managed to use Hamster Wheel and fight with enough ferocity to nearly incapacitate Martyr as an accidental consequence. Even when mortally injured from several gunshots, an explosive blast and having his skull shattered by a brute, his spirit forced himself into consciousness for as long as it was physically possible.), Multiple Personalities ("Vlad" and "Hamster" are two distinct alter egos he can swap between. While they share memories and thoughts, Hamster is far more dexterous and precise with their attacks, while Vlad is more socially sensible and sneaky), Pressure Points (Proficient in pinpoint, allowing them to maximize the harm dealt by their attacks via attacking weak points or in specific ways to deal a desired injury. With Brass Knuckles, he's able to break bones and nearly killed Tomahawk with a series of punches. Was able to match Tomahawk's charge via Surge, breaking his own arm and halting their momentum in the process)
Speed: Athlete level normally, At least Superhuman (Surge allows him to move 18 meters quickly enough to chain into an attack), possibly Subsonic (Was able to dodge a series of explosions from Nitro, a cape who proved essential to fighting The Simurgh. Met Tomahawk's charge head on, though it was within a confined space where he couldn't speed up to his higher extremes) via charge

While initially involuntary, managed to push himself to the point he can both sleep and recover from wounds quickly, as well as push back exhaustion for prolonged periods. Was able to completely ignore his arm breaking in his clash with Tomahawk and deliver a flurry of punches afterwards. Managed to remain conscious and continue fighting through being coated with a deliriant dust, impaled with a spear, and then temporarily losing control of his body to a power)

Intelligence: Above Average (While sometimes questionable in dialogue [and especially so as Hamster], has a noticeable level of competence in combat, being an expert in boxing and general fighting, as shown when he reformed his fighting style with kicks to compensate for one of his arms being broken)
Standard Tactics: Being a boxer at heart, Vlad's tactics all revolve around getting into an opponent's face, the distance between them not being much but room to generate additional charge. Typically they throw mundane punches armed with their brass knuckles, saving more drastic techniques like Arc Flash Overlord or Hamster Wheel for durable or otherwise dangerous opponents. For enemies that are hazardous to even approach, he will typically use Surge to dash in, throw a punch, before immediately backing off with the remaining distance, or implement his rebar cane to poke at a distance with electricity.
Weaknesses: His Hamster personality is far more erratic and unable to handle social situations. While his Reckless power flaw has been overcome, his literal recklessness has put him into particularly precarious situations, such as when he attempted to try the Surge-Zip technique for the first time in the middle of the Nitro fight, causing him to wiff the punch into plasma.
Notable Attacks/Techniques: Vlad's Power is a Striker/Breaker ability, allowing him to accumulate charge via hitting his enemies without using any, deflecting or dodging attacks, running for a prolonged period, or otherwise exhausting his physical stamina without being under adverse conditions. To this end, he has a variety of uses for charge, as follows:
- Wired: Passively increases his speed and striking strength as he gathers charge.
- Surge: Allows him to move 60 feet at high speed, though he can't walk or run normally for a short duration afterwards. The direction of the distance moved is malleable, allowing Vlad to turn himself around as he is surging, or even zig zag towards and away from an opponent.
- Cerulean Impactor: Amplifies one of his punches to either deal damage on par with a brute, or severely disorient opponents via electrifying their nervous system.
- Generator Palace: Forms an electrified defense, amplifying Vlad's dodging or blocking, either causing a blinding flash of light or shocking the attacker respectively.
- Hamster Wheel: Allows Vlad to flood himself with as much charge as he can, covering his body in electricity and allowing him to deliver twice the attacks he would otherwise, though he suffers some electrical damage and will be immobilized after this effect expires.
- Arc Flash Overlord: Takes up all of Vlad's possible charge, allowing him to perform an extremely powerful attack which can tap into an opponent's bio-electricity, killing or incapacitating them instantly at Vlad's mercy.
