Ok, so in my DnD campaign Baldur’s gate is surrounded by a magical and heavy thunderstorm that brainwashs those who step within 5 miles of the city. My characters (which all have either magic or ki) ask if they can empower the sidekick’s control weather to return the heavy thunderstorm into calm skies. They spend their highest spell slot and the Monk pooled in Ki and i decided the storm vanished in 6 seconds.

So, with four people working together they dispersed a 5 mile radius heavy thunderstorm in six seconds.

Well, based on this snippet alone, I don't exactly get the impression that the cloud was necessarily physically pushed to any meaningful extent. So, we're going to have to low-ball things for now to be safe, and just use CAPE.

Volume of a Cylindrical Section of Thunderstorm Cloud, 8000 meters high and 8046.72 meters in radius = 1.62734e+12 cubic meters

x 1.003 kg/m^3, = 1.63222e+12 kg

And, since "heavy thunderstorm" most closely matches Strong Instability, we can use the 4 Kilojoules/kg value corresponding to it for a total of 6.52888e+15 Joules.

However, this is a yield both accomplished by the simultaneous efforts of four individuals (/4), and over the course of six seconds (/6: by default, Attack Potency feats allow for timeframes of 1 second as a maximum.) So,

6.52888e+15 /(4 x 6) = 2.72033e+14 Joules, or 65.017 Kilotons of TNT equivalent per party member, which is Town level+.

...Not much more to it than that, really-
