Born as Billy Johnson, when he was 5 years old he had an accident involving radioactive material, thanks to this he gained the ability to summon lightning from his fingertips and scream very loud, using this abilities he became a very famous heavy metal musician, gaining the name Punk Hazard, but fame got to his head so he decided to run for president of the United States, after he stomped at the votes, he ruled for only one year, because it had began an second civil war, which the opposing side won, he was put in a prison to rot, until now, where he escaped his prison and created a rebel group, his powers may be rusty, but he is determined to end this madness.
