Summary[]
Heinz Richter, also known as Broadcaster was one of the player characters in Wokistan's Weaverdice Game. Pre-game he was kidnapped by the Fallen, and in order to try to evade them he sneaked into Ploland where he eventually found his death. Heinz was disliked by his team, and kept around for his useful tech and out of pity due to his predicament.

Genius Intelligence, Preparation, Sound Manipulation (As a tinker specializing exclusively in sound he is able to create impossible gadgets so long as they are sound themed be sound weapons or various utility devices. His general intelligence is also augmented, making him a superior engineer and electrician to any regular person on earth.), Enhanced Senses (Has a mask with a built in sonar and ultrasound vision that let him see people's insides), Sound Nullification (Created headphones that can generate a 10 feet radius sphere of silence), Self-Sustenance (Type 3; Is a Noctis cape and thus doesn't need to sleep), Acrobatics (Is skilled in acrobatics), Weapon Mastery (Has shown being a skilled marksman, being especially good in tight spaces), Stealth Mastery (Is adept at sneaking around and even managed to get past PRT border security for a Simurgh zone), Limited Power Mimicry (Is able to scan powers in order to apply to his own tech, however he is limited to sound based abilities), Resistance to Mind Manipulation (As a Noctis cape he has a morale buffer, making so he requires more tries to breach his mental defenses)

Intelligence: Extraordinary Genius (Even before getting his power he was an acclaimed cape researcher and had a PhD in physics. After getting his power he both gained general superhuman intellect and the ability to create ground breaking technology from random scraps he finds. He is also a skilled marksman and adept at sneaking around, managing to bypass high end security and escape the Fallen for a brief period of time.)

Notable Attacks/Techniques:
- Headphones: A set of headphones Heinz wears that can generate a sphere of complete silence that has 10 feet radius. While on he can't hear anything or use his sound shoes. However he can still use his gun, however it can only hit objects outside the sphere and has reduced range.
- Jump Shoes: Shoes that produce a loud sound at the soles, with them giving Heinz a quick burst of speed, granting omnidirectional movement that he supplements with acrobatics.
- Power Scanner: Outside of combat Heinz is able to scan cape's powers and incorporate it into his own tech. He is limited only to sound based abilities and stuff he can mimic with sounds.
- Tinker Mask: A mask which covers Heinz's face, it has several useful features such as:
- Ultrasound: This feature allows him to view people's insides, letting him know all about their physical conditions. If he pushes his tech further it allows him to increase the accuracy of his next hit, letting him hit weak spots far more consistently. However overuse of this function causes headaches.
- Sonar: Works like echolocation, giving Heinz a full visual map of an area he chooses.
- Sound Weaponry:
- Hand Held LRAD: A miniature version of a LRAD, this weapon doesn't cause much damage outside possible hearing one. Mainly used to harass enemies from afar.
- Grenades: Sound grenades which act like a flashbang but only produce loud sounds.
- Rifle: The rifle has two modes that Heinz can freely toggle between. First mode shoots sound projectiles that act like blunt force impacts, letting him break people's bones. The second mode shoots a constant stream of sound, with it letting him disorient and deafen enemies if exposed to it for long. The rifle does not require reloading.
